Lt. Col Ralph Kugel is the Florida Wing Deputy Chief of Staff for (A1) Personnel and Manpower. Under his direction is the Directors of Personnel, Administration, Historian, Recruiting, Retention and their assistants for a total of nine (9) staff members.

Lt. Col Ralph Kugel has been an active member of the Civil Air Patrol since 2003. My previous assignments were Commander of Weston Cadet Squadron and Boca Raton Composite Squadron. He was also the Personnel, Administrating and Testing Officer while at the Weston Squadron. It was my pleasure to design and have a squadron patch approved by the Wing Commander for the Weston Squadron. At the Group level he served as the Administrating Officers for Group 6. He has also attended two Encampment 2004 and 2005 and served as a staff member overseeing the meals for the Staff and Cadets. In 2007 he attended the National Blue Beret located at Oshkosh WI, and serving as a Technical Advisor to the cadets. In 2015 he attended and completed the Region Staff College.

Lt. Col Ralph Kugel military services was with the United States Marine Corp from 1963 to 1969. During my enlistment I was assigned to a Recon. Battalion and earned the rank of Staff Sargent. My military awards and badges include, but not limited to Marine Good Conduct Ribbon, National Defense Ribbon, Armed Forces Expeditionary Medal, Vietnam Service Medal, Republic of Vietnam Unit Citation Medal and Republic of Vietnam Campaign Medal.

CAP awards, badges and ribbons include the Meritorious Service Award, (2) Commander’s Commendation Award, (2) Unit Citation, Yeager Aerospace Education Achievement, Command Service Ribbon, Red Service Ribbon, Search Find Ribbon, Community Service Ribbon, Membership Award (Level I), Leadership (Level II) with two silver stars, Grover Loening Aerospace Award (Level III), Paul E, Garber Award (Level IV), Cadet Special Activity Ribbon, Encampment Ribbon with one propellers, Senior Recruiter Ribbon. He also hold a Masters Rating in Personnel and Administration.

Lt. Col Ralph Kugel retired from Miami Dade Public School System after a 23 year career. During that time I was the Supervisor of Building Maintenance for the schools on the beach.

Lt. Col Ralph Kugel am married to Eleanor (Ellie) for 30 years and have three sons. Our oldest son is an Officer in the U.S. Coast Guard station in Cleveland Ohio. He has been with the U.S.C.G. for 24 years. Our middle son is working for the Texas Department of Public Safety, as a Forensic Scientist. Our youngest is a student of Lake Sumter State College in Florida, Majoring in Computer Science.
